New packages: color console, debconf installable, no dependency problems

This dpkg version straight from CVS introduces some interesting new bugs
(try "dpkg -l something" for an example), but also fixes some other. In
fact, with this package you can install debconf and debconf-using packages
without problems.

This is a butchered version of util-linux, which I hacked together in half
an hour. It features most of the tools which are compilable, and can be used
to fix the annoying dependency issues. Also, it featrues the "mesg"
command.
With these updates, I was able to install the base system plus all priority
"important, required, standard" packages without a single problem (well,
texinfo shares some files with tetex-base, which is a reported bug, and dpkg
has --force-overwrite as default).
