Well, leaving aside the question of what's desireable, the general answer
is that the Hurd is a collection of libraries and programs that each use
some sizable subset of the large set of shared libraries.  From a packaging
perspective, there isn't really much special about it vs other packages of
programs.  So if you can figure out any other package in your packaging
system of choice, then you shouldn't have any problem making using the
packaging system to make the subdivided hurd packages you want.
