I have actually had some trouble installing the GRUB on a HD as well.

What I did was download the GRUB source from alpha.gnu.org and
compiled under linux. I followed its instructions to make a bootdisk,
then ran almost that exact install command:

install= (fd0)+1 (hd0) (hd0,0)/boot/grub/stage2 0x8000 p

I don't get any errors, but when I reboot it just hangs.
I have also tried this with the same results:

install= (hd0,0)/boot/grub/stage1 (hd0) (hd0,0)/boot/grub/stage2 0x8000 p
