If dh_haskell_depends was called only once for all packages as
parameter, it'd be easy to do this.

I don't understand very much about CDBS.  Would it be easy to change
hlibrary.mk to do this?

The problem I see in merging dh_haskell_prep and dh_haskell_depends is
mixing the part dependent of cabal (which is in dh_haskell_prep now)
with the independent one (which is in dh_haskell_depends).
