[OT?] Attempting to extract tabular data from PDF -- approriate forum?

In over a half-century I've never seen a group of hams that did not 
represent a wide variety of interests and expertise.
Thus I ask here to be "told where to go" ;}! TIA for patience.

I'm an octogenarian wishing to eat a balanced diet.
When asking a nutritionist for a "Weekly Shopping List" he offers a 
weekly meal plan designed to be "attractive" to a potential dieter.
   It's last line is "prepare a shopping list" ;{

I found a USDA document whose goal was to be "... the basis for the 
maximum Supplemental Nutrition Assistance Program (SNAP) benefit 
allotments."

Table A4.14 on the document's 116th of 125 pages has information meeting 
my immediate personal need. My goal is to document a typical generic 
weekly grocery list for the "standard" 2000 calorie/day diet as a 
spreadsheet and/or database.

Two questions:
   1. Has this been done? If so, where?
   2. Is there a forum where discussing "How to extract data from a PDF"
      would be "On Topic"?
