OpenType Feature Freezer modifies a font file so that selected OpenType features are "frozen" into it. The characters that were previously only accessible via these features become the default characters in the modified font. This is a prerequisite for a version update for fonts-montserrat.
This also seems relevant to Kirill Rekhov's work on packaging GNOME's fonts-adwaita for forky - if I understand correctly, Adwaita Sans is a "frozen" variant of fonts-inter-variable, while Adwaita Mono is a "frozen" variant of the as-yet-unpackaged Iosevka font.
