This probably means something has gone wrong with
/usr/lib/dbus-1.0/dbus-daemon-launch-helper. Check that it exists, has
permissions -rwsr-xr-- (04754), and is owned by user root, group messagebus.

Does "debsums -a -l -c dbus" produce any output?

Please attach the system information given by "reportbug --template dbus".
