I get the same problem with Finnish and Russian keymaps.

It's worse than that: it messes up the default keymaps configured in X
and that results in several meta keys no longer being mapped correctly.

gnome-keyboard-properties also appears to be broken. I suspect it to be
dependent upon the presence of X.org to work. Here, using Debian's
XFree86 4.3.0, GNOME complains loudly that loading XKB maps failed, which
leaves me with a severely broken keyboard that is barely usable. Another
possibility could be that libklavier got broken recently.
