"apt-file list capplets" says there is supposed to be a binary "usr/bin/gnome-file-types-properties" such a binary does not exist in the capplets package, I took it apart by handand looked. Is gnome-file-types-properties depreciatedor did this binary get missed? The other question is why does apt-file say it is there?
This is deprecated. To configure the file associations, just use nautilus, right-click on a file and go to the new tab in the properties box.
