The current gnome-autogen defaults to 1.4 (and with that setting, only
works with automake 1.4) unless the package explicitly requests
otherwise (in which case, requesting 1.5-1.7 produces the most recent
automake up to 1.7).
(Work is currently underway to make future GNOME versions use automake
1.7.)
