I don't see any need for hostile language in README.Debian.

It is fine to *request* no bug reports about the debugging
symbols.  However, if one is filed, why close it immediately?
If I had any Gnome 2 package, I would simply send a *polite* reply
to such a bug report, pointing to the README.Debian file.

Then leave the report open!  After all, policy violation *is* a bug
in the Debian sense.  Even if it is done for legitimate reasons.

I would suggest a message along the following lines.


		Gnome 2 is UNRELEASED
		---------------------

This package is part of Gnome 2, which has not yet been 
released for general use.  

The packages are being provided to aid in the testing process for
Gnome 2.  For this reason, the binaries are provided with full
debugging symbol information.

We are aware that this is contrary to Debian policy, and it
will be corrected when Gnome 2 is released.  In the interim,
there is no need to file a bug report regarding this issue.
