/etc/mailcap and GNOME prorams

Hi,

I was wondering, is it common and approved practice that GNOME programs
do not need to provide mailcap entries by placing files in
/usr/lib/mime/packages/ ?

All of them, I guess, will show up in the File Types and Programs
listing in Control Center, but the updating of /etc/mailcap seems
random. Some update it (gnome-gv, abiword, xmms, gnumeric, ...) and
some don't (eog, evolution, gnomecal, dia, glade, gimp, ...)

Is it decided somewhere which packages need to provide the mailcap
entries, or is the absence of it a bug?
