Looks like just a normal drawer, with a different icon. Just right
click on the GNOME panel, select "Panel", "Add To Panel", Drawer".
Then you can change its icon by right-clicking on the drawer and
selecting "Properties".
This is all documented in the GNOME users guide, by the way.
