Hi.  I merged the latest libcap updates and opened a merge request to
add Go packages:

I see you've been working for a month to get a new version into testing.
I don't want to disturb that, so let's hope it migrates soon and then we
can revisit adding the Go packages.

The patch is relatively straight forward.  The 'sbctl' Secure Boot
Manager needs these golang libcap packages before it can be uploaded
into NEW: https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=1030845
