Whilst that is true wrt proper code review tools, BTS is still the
official way in Debian to report bugs. It also has the tag of "patch",
so inevitably patches do get sent on the BTS which is e-mail controlled,
and a lot of reviews in Debian still happen on mail/BTS (not mailing
"lists", yes) because of that :)
