Bug#958417: new upstream version available

There's a new version of mtail available upstream. They're at rc35 at
the time of writing and we're at rc24.

The diff with the current debian head introduces the following new
dependencies:

 1. contrib.go.opencensus.io/exporter/jaeger
 2. github.com/golang/groupcache/
 3. github.com/prometheus/common
 4. go.opencensus.io/trace
 5. go.opencensus.io/zpages
 6. golang.org/x/sys/unix

2 and 3 are already packaged. I'm not sure about 6, i would assume so
as well but i can't find it.

there is *some* opencensus stuff packaged in debian
(`golang-go.opencensus`) but i'm not sure it covers this.

In any case, it would be great to see an update of mtail in Debian,
and maybe it would fix all those pesky FTBFS bug reports..
