Control: found 724456 2.19-18+deb8u9 We have run into the same issue. It has caused problems for us on postgres servers where new connections to postgres are rejected while the locales are being regenerated so it’s pretty major for us. Still a problem on jessie. I’m surprised that after 3.5 years there has still not been any reply on this bug.
