Bug#783122: Because 2014i

-----BEGIN PGP SIGNED MESSAGE-----
Hash: SHA256

The change in tzdata that this is due to stems from version 2014i as
far as I can see.

Here is the release notes part:

Release 2014i - 2014-10-21 22:04:57 -0700
[...]
  Changes affecting time zone abbreviations

Since Belarus is not changing its clocks even though Moscow is,
the time zone abbreviation in Europe/Minsk is changing from FET
to its more-traditional value MSK on 2014-10-26 at 01:00.
(Thanks to Alexander Bokovoy for the heads-up about Belarus.)

Or in github link form (unofficial repo!):
https://github.com/eggert/tz/commit/61f21b964f5

The resulting behavior described is a bit strange. It's not obvious
that the decision of the web sites are indeed correct to me and could
be regarded as bugs of the sites as well probably. Unwelcome side
effect probably.

Sorry for the "no help at all" response. Just a note about something I
had in the back of my head (and in source =)).
