Bug#282128: please refer to other locale manpages

Since "man locale" will by default display locale(1) which - correctly - does not
mention a couple of LC_* variables it'd be nice to refer to the other locale
manpages that describe those in more details.

Personaly I didn't thing about issuing a "man -a locale" until I had searched for
LC_ALL on google ... and seen that there were other manpages about locale.
