Bug#279697: locales: Please add the wo_SN (Wolof in Senegal) locale

Please add the attached locale file to the Debian locales. It defines a
locale for the Wolof language (ISO-639: wo) in Senegal (ISO-3166: SN).
This locale has been built with the help of Samba Ndao Diop, who intends to
translate the Debian Installer in Wolof.
The character set for Wolof should be UTF-8 (indeed, the Wolof language uses
mostly Latin-1 characters with one exception : U+019D LATIN CAPITAL LETTER N
WITH LEFT HOOK, according to
http://www.bcconline.org/wolof/Language/Wolof%20Unicode.htm
Using this locale in unstable will help Samba to start translating in Wolof.
