Bug#119528: Debian SID locales broken

Dear all,

After upgrading my SID system to the latest version, my locales are completely 
broken. dpkg --reconfigure locales does not work and stops on ru_RU.

I am stuck and cannot use PostgreSQL any longer. This is quite a disaster for 
me. In the future, can you test and discuss your changes first on a mailing 
list and "test". At least, testing means installing on a SID station when 
published on SID. Otherwize, stay away from Debian.

Please include the old Romanian locales immediately and publish them.
