/usr/share/i18n/SUPPORTED should include a line "cy_GB UTF-8", and
possibly similar lines for other locales. Such lines have already been
added in upstream CVS. I have been using cy_GB.UTF-8 as my locale for
almost a year with no problems.

The absence of such lines impedes the use of UTF-8 for Debian users,
i.e. you cannot use the debconf front-end for generating UTF-8 locales,
but rather have to resort to adding lines to /etc/locale.gen and running
locale-gen by hand.

$ grep cy_GB /usr/share/i18n/SUPPORTED
cy_GB.UTF-8 UTF-8
cy_GB ISO-8859-14
$ dpkg-reconfigure locales

	that displays:

    [ ] cy_GB ISO-8859-14                                              
    [ ] cy_GB.UTF-8 UTF-8
