You don't understand quite what Linus is saying here, right?
Linus essentially says:
"Why does glibc depend on external kernel headers rather than
including them with glibc itself".
Now that is *exactly* what Debian does. Debian in fact is the
only distro that gets it right the way Linus wants.

Which is right. That is why libc6-dev comes with copies of a known
stable kernel against which libc6 itself was built.

So that *last* thing you should do is to make /usr/include/linux
and /usr/include/asm symlinks.

Well, people have been bickering over this for 3 years now, I doubt
that the glibc developers will magically fix it overnight
