libc6 isn't stripped with --strip-unneeded as required by section 4.2 of
our policy.

--strip-unneeded mangles libc, in particular this:

It also mangles the symbol table and the dynamic symbol table does not have symbol versioning information.

--strip-unneeded vs. --strip-debug is a matter of a few k, and I don't think it's worth the information loss.
