I can't really do that because it is against Debian policy.
The idea option I came up with is to have $(libc)-dbg install the shared libs (unstripped) and symlinks in /usr/lib/libc_debug, so that when you want a backtrace with names, you can use LD_LIBRARY_PATH. Does that sound acceptable?
