I total missed that this was already on salsa. Here's my version:

Mine was made with dgit, it is just a clone of upstream, dgit makes a
debian/patches/dgit-changes patch with all the changes to code outside the
debian dir. I didn't bother with pristine-tar, I used 'git deborig'.

I'm going to integrating my work into the Debian GIS team version with the
existing gbp workflow and pristine-tar.
