Mapnik 4.2.0

Mapnik 4.2.0 has been released, the SONAME bump requires a transition.

Now that we got rid of python-mapnik, these are much less work.

All three rdeps built successfully as summarized below.


Transition: mapnik

 libmapnik4.1 (4.1.4+ds-1+b1) -> libmapnik4.2 (4.2.0+ds-1~exp1)

The status of the most recent rebuilds is as follows.

 libapache2-mod-tile (0.8.1-1)                    OK
 tirex               (0.8.0+ds-1)                 OK
 viking              (1.10+git20250612.b98e55e-2) OK
