There is a repo for pdal in the science-team namespace:

Christian Fuchs <kontaktierbar@gmail.com> and Richard Duivenvoorde <richard@duif.net> have expressed interest in reviving PDAL packaging in the past but have not managed to do so to this day.

Please work with them and others in the science-team if you'd like to get pdal back into Debian.
