Thanks to the wonders of autopkgtest proj and its rdeps were blocked
from migrating to testing. Fortunately the Release Managers wanted to
start the perl transition which collides with the proj transition via
gdal & mapserver, so they added a bunch of hints to force the testing
migration mostly by removing the problematic r-cran-sf and its rdeps,
and aging everything that was uploaded during the transition.
PROJ 6.2.0, libgeotiff 1.5.1, and their rebuilt rdeps are available in
testing as of today.

Because the perl transition is going to cause widespread
uninstallability issues, I'm going to wait for that to settle a bit
before preparing the gdal transition.
