It's the same workaround as in the .desktop file.
The OTB code should know about the application path it was built with and compile that in to use by default and only the the env var to use a different path specified by the user.
This is quite simiar to PROJ_LIB and GDAL_DATA, the code knows the default path and only uses the path from the env var to allow the user to override the default.
