As a User and not a Debian dev I do care more about backports than unstable :)

Also compiles in both, but the resulting package can not be installed:

cgi-mapserver depends on libmapserver1 (>= 7.0.0); however:
Version of libmapserver1 on system is 7.0.0~beta1-1.

Looking at the package I did not find the >= 7.0.0 dependency
