Thanks for this final copyright file update. The package looks good now,
there are still some minor things that could be improved that I've
mentioned earlier in this thread, but with this most recent change the
package is good enough to upload.
So please finalize the changelog, build the package, upload it to
mentors.debian.net, and file the Request For Sponsorship bug (please
include pkg-grass-devel@lists.alioth.org in the CC for your bugreport).
The upload process is documented in the Debian GIS Policy too, but this
section still needs some more work. See:

Please subscribe to the pkg-grass-devel mailinglist on Alioth if you've
not done so already. This is the email addressed used in the Maintainer
field of all Debian GIS packages and receives all the bugreports and VCS
changes.
