That's not a good idea. Dependency level > 1 packages have a
dependency on the transitioning package but also on one or more the
other reverse dependencies of the transition package. You need to have
all these rebuilt with the transitioning package before building the
next dependency level.

Because packages like vtk6 depend on the netcdf & netcdf-cxx libaries,
those cannot be tested with only the new netcdf.

If you look at the bottom of the transition tracker you'll see the
collisions with other transitions, all packages listed for netcdf-c++
& netcdf-fortran need to be rebuilt with that and the new netcdf library
.

To test the packages that only depend on the netcdf library you need
to start with Dependency level 1 and rebuild all packages that don't
have a collision with the netcdf-cxx nor netcdf-fortran transition.

The netcdf transition in my tracker combines all three libraries in a
single tracker. That can be discarded until we have netcdf-cxx &
netcdf-fortan in experimental too.
