I think the major blocking issue is the use of libiniparser. There is
some information in this issue here [1]. I even tried putting together a
rough patch to remove this, but it does not seem to have helped.

To be honest, if you are actually considering using this, I would
suggest checking if tilelite (which is in Debian) would do what you
want, as I think this is far better suited for most users needs than
mod_tile.
