The PBF files are expected to be different, that was a bad suggestion.
Testing the XML read & write was sufficient.

Thanks for your test results, with todays bugfix for #779807, even OSM
files with special characters like 𝄞 should also convert correctly.
Luckily Liechtenstein doesn't have those. :-)
