Therefore 6s and svm are internal forks, and changes are not going to
be merged upstream anytime soon. Why not putting them under the otb
licence then?
what you mean putting under otblicense? LibSVM has existing copyright, see - http://hg.orfeo-toolbox.org/OTB/file/tip/Copyright/LibSVMCopyright.txt
I think its not possible to add or change license per forksand there is similar case with 6S
