The -3 and later revision may have been uploaded to private or 3rd party
APT repositories, so reusing the -3 revision may break those setups. That
package won't be automatically upgraded at least.

But from the Debian archive point of view using -3 for the next upload to
Debian seems more appropriate than skipping revisions.

I would use the -3 revision for the next upload to the Debian archive, and
leave possible issues in external APT repos for their admins to handle.
Emailing Francesco directly should get you and answer what he did with the
changes in git.
