Packaging of pg_comparator

Hi, I am proud to be a member of DebianGIS team. Here is my first work.

I have moved my packaging of pg_comparator [2] from Github repository to
git.debian.org [1] and will try to do my best to prepare a package suitable
for Debian. I very appreciate help of Andreas Tille who has taken a role of
mentoring me.

In a meanwhile I have asked upstream author Fabien Coelho for fixing some Perl
warnings which should be included in next minor release soon.

For those who doesn't know much about this software, pg_comparator is very
handy tool for synchronization of spatial or non-spatial database tables, with
many options [3] (to sync only a subset or sync only chosen columns). I use it
mostly for syncing my PostGIS datasets.
