No more broken than it has been ever since it went into Debian. There's a 
new package, you can install it, or you can patch your local build, or you
can do whatever you want; this behavior is not a regression, and fixing 
non-regressions at this point in the release cycle seems silly.

TileCache was broken. The maintainer misunderstood the state, and did what
he could. Maybe it'll be fixed someday. At this point, time has come to move
on for this release.
