[DebianGIS] Mapserver oddity

Someone could note that I recently managed to change a few dependencies related
to libgdal1-dev and mapserver. I finally decided to revert things
and add necessary build-deps to mapserver, which was my first
guess indeed. This is an oddity of mapserver and I see no reasons
to add tons of dependecies to the gdal -dev package for that.

In 4.10.1 mapserver folks is using gdal-config --dep-libs for 
final linking, which of course requires having on-line a lot
of not directly linked libraries. This is a non-sense IMHO

In the changelog:

- Fix possible gdal-related build problem by including gdal-config --dep-libs 
  in GDAL_LIBS (bug 2004)
