[DebianGIS] It's time to branching for etch in SVN repo...

I would create/add branches for current etch releases of every package
in the repository (and normalize at the same time the usual trunk/tags/branches trees)
The goal is having a easy access to last etch releases and eventually
being ready for post-release security updates. The idea is having a 

branches/X.Y.Z

for all packages in etch. I think postgis and grass are already ok, I
would proceed with other packages if none has a different idea.
