[DebianGIS] gpsd in need of help

Hi,

gpsd needs some updates to get back into testing. It fails to build and
the version is out of date. Solution doesn't seem difficult but it
remains undone.

it needs its build-depends changed and a small patch applied.

At most maybe someone could prepare a NMU and at least maybe someone
could put up a working package on the DebianGIS repo.
