[DebianGIS] gpsbabel 1.2.7 backport for Sarge

Hi,

I have backported the gpsbabel_1.2.7-1 package from unstable for sarge.
It awaits upload to the DebianGIS repository. As with the other packages
I've backported, it only needs someone to sign the .changes file and upload.
By backporting I mean "apt-get --build -t unstable source <package>"; ie
other than the version number in the changelog, the package is untouched
compared with the version in unstable. All built on a new, fresh & clean 
install of Sarge.
