I haven't tested it yet, but it shouldn't be a native package. This
usually happens because the orig.tar.gz isn't properly named. Is there
an orig file at ../gdal_1.3.1.orig.tar.gz when you build the package? Or
perhaps you changed the version in the changelog? That should be left as
1.3.1-1.
