[DebianGIS] DebianGis QA Team



On the basis of the experiences of the last two years (libgdal is an example) 
IMVHO we should startup a tiny team to manage speedy debian-gis related 
transitions to essentially do a sort of NMU uploads for packages whose
'regular' uploaders have no time or are too busy to manage grave/seriuous issues
timely. Of course, the QA team would reduce contributes to essential ones 
and would use the -devel list and the BTS to keep track of what's done.
This will be essential for packages which depend on libgdal for
instance, in order to keep them in sync. But that could not be the only
case in the future.

But for me, one or two more volunteer and general acceptance of the idea 
would be nice. Being a DD would also be nice to speed up uploads in 
the main archive, but that's not required.
