Did you try talking to the people in Debian already maintaining R
stuff? Dirk Eddelbuettel <edd at debian.org> is maintaining r-base,
and perhaps other packages as well.
I recommend you start by submitting a WNPP request for the package,
and asking around in the R community for a package maintainer.
