that was the problem

<IfModule mod_alias.c>
#    ScriptAlias /cgi-bin/ /var/www/cgi-bin/
     ScriptAlias /cgi-bin/ /usr/lib/cgi-bin/

by default in my httpd.conf (apache 1.3) I had the commented line 
changing it I got this wonderful line that made my day :-)
"No query information to decode. QUERY_STRING is set, but empty."
