pkg-grass-devel list receives notifications for bugs and patches trackers.
Hopefully it should work since now, I missed a few pending messages...
I also added a new category 'grass' to better classify bugs.

You are on air now, I added developers permissions to the tracker.
Documentation? What's that? :) I think SF doc is the 
better approximation of that.
