[Pkg-grass-general] development coordination proposals

Creating a pkg-grass-devel ML to reassign Maintainer field of all
package of interest. That could be used for: cvs/svn commits,
bug reports, uploads notifications, general development use.

Activating the Task list item on pkg-grass project to know who is doing
what.

Please, se me a note to be added to developers list on alioth, with your 
username, if you would like to use project resources.

You probably noted that I updated the PackagesList on the wiki, please
feel free to fill in the gaps.

As always, comments, criticism and suggestions are welcome.
