Bug#804561: GCC can't compile a program using RDSEED intrinsics

This can be closed as the bug no longer manifests.  The first version
of gcc-9 with the fix[0] that reached testing was 9.1.0-10 on
2019-07-26.  In 8.* it has never been fixed.
